The Most Joyful News of the Year — Launch Event of the “President’s Talented Children” Initiative
New Uzbekistan University hosted an event titled “The Most Joyful News of the Year”, dedicated to presenting the “President’s Talented Children” initiative.
The event featured a presentation focused on the key goals outlined in the Presidential Decree issued on May 15, 2025, titled “On Measures to Implement the President’s Talented Children Initiative.”
As highlighted during the presentation, this landmark document serves as a vital extension of the country’s ongoing efforts to identify gifted youth early, nurture their potential, and prepare highly qualified specialists. One of its major strengths lies in bringing talented students together on a unified platform, fostering collaboration, knowledge exchange, and the realization of intellectual potential through a supportive ecosystem.
The implementation of the “President’s Talented Children” initiative includes the following components:
A new international boarding school named after Al-Biruni will be established under the Ministry of Preschool and School Education. The most gifted students from across the country will be selected to study there.
These students will receive world-class education, taught by highly qualified instructors, including experts invited from abroad. They will be prepared to enter the top 10 global universities.
Within the national “President’s Talented Children” program, 3,000 gifted students from all regions of Uzbekistan will be selected and trained with the necessary knowledge and skills for university admission.
These students will be sent to short-term academic programs at leading universities such as Harvard, Yale, Princeton, UPenn, and Cornell. If admitted, their full education costs will be covered by the “El-Yurt Umidi” Foundation.
Additionally, each year up to 1,500 academically capable 9th-grade students across the country will be selected through examinations to continue studies abroad.
A national Talent Support Community will be established to encourage the participation of the country's brightest young minds in the nation's reforms and development processes. This platform will provide students with opportunities to present their ideas and interact directly with ministries, government agencies, and major companies.
The Al-Biruni International Boarding School—widely referred to as the “Future Harvard Students”—will function as an independent academic institution in terms of academics, administration, and finance. Its overall activities will be overseen by a supervisory board chaired by the Minister of Preschool and School Education.
The school will operate under a “Dual-Component Management System,” in which academic affairs are handled by the Academic Director and administrative/financial matters by the Executive Director.
The school will commence operation in the 2025–2026 academic year. Graduates will receive both a national certificate of secondary education and an internationally recognized diploma such as the International Baccalaureate (IB), which enables university admission worldwide.
In addition to English, students will be taught at least one more foreign language. Each student will also receive support in building a personal portfolio featuring research, innovation projects, or social initiatives.
The school will be limited to 180 students, all of whom will receive fully funded education from the state budget.
To support the initiative, the central office of the Specialized Education Institutions Agency will establish a Chief Advisors Group consisting of 14 staff positions and a dedicated 6-person unit responsible for implementing the “President’s Talented Children” initiative.
Additionally, to honor professionals who have significantly contributed to national development and reform, the “Foundations of New Uzbekistan” badge of merit has been introduced.
In summary, the “President’s Talented Children” initiative is a powerful platform for identifying gifted youth and equipping them with the skills and knowledge needed to meet global standards.
